NCAA Rule Changes 2011-12

This year there are 13 major rule changes, two of which took effect last year but which are only appearing in the rule book for the first time, and 27 significant editorial changes. The major changes include:

  • a 10-second subtraction penalty for the last minute of each half,
  • elimination of the illegal participation rule,
  • restrictions on defensive linemen on place kicks,
  • a change to the intentional grounding rule,
  • ring-fencing of 15-yard penalties so that they only apply to personal fouls, unsportsmanlike conduct fouls and pass interference, and
  • enforcement of USC as a live-ball foul rather than as a dead-ball foul.

Most interesting, though, has been the change to the blocking below the waist restrictions which underwent ‘clarification’ after the rule book was published to such an extent that the rule was substantially changed.
